You can work with private label pet food manufacturers to launch an existing dog or cat recipe, or develop a formula around your brand. BrightPet and PLB offer both routes. Wet-food specialists such as Normandise give you that choice too. A freeze-dried topper brings another set of production needs.
We’ve brought together ten manufacturers that offer private label or contract production services. Each offers a different starting point for your product, from recipes you can put your name on to custom food development. We’d narrow this list around what you want to sell: an everyday dog-food bag, a wet cat-food range or dried bites for your next product launch.
Private Label Pet Food: Existing Recipe or Your Own Formula?
With an existing recipe, you choose from food the manufacturer already makes and sell it in your branded packaging. That’s a practical conversation if you want an adult dog-food range without starting every formula from scratch. BrightPet’s XPet program is one example; PLB also offers a portfolio of generic dog and cat recipes.
A custom project starts with the food you want to create. You might need a particular protein direction, a different wet-food texture or a dry recipe designed for your intended customer. The manufacturer develops that brief into a recipe and samples, or works from a formula you already have.
The term “private label” doesn’t settle which route you’re buying. Decide whether your product needs an existing recipe or development work, then compare programs that offer that route. That makes the differences between these manufacturers much easier to see.

Private Label Pet Food Partners for Recipes and Development
The ten private label pet food manufacturers below offer different ways to launch food under your brand. You can choose an existing recipe, work with a manufacturer on a custom formula, or bring your own recipe to production. We’ve highlighted each company’s recipe development and packaging services, so you can decide who to approach with your product idea.
1. FreshBite — China
At FreshBite, you can begin with an existing, ready-to-brand product or work with us on formula, taste, texture, nutrition, and packaging specifications. Our OEM/ODM pet food service also supports brands bringing their own recipes.
You may have an adult dog-food formula ready for samples. Or you may have an idea for wet cat food and need help developing its texture. We develop the formula, prepare samples, and arrange testing and trial production, so you can review the food before finalizing your order.
For the packaging, you provide your artwork. We can help with structure suggestions, sample materials, and technical coordination with your printer. Our dry pet food range gives you a starting point for a bagged-food project; we also manufacture wet food for brands planning that category.
2. BrightPet Nutrition Group — United States
BrightPet offers a clear route to put your label on existing dog and cat food. Through XPet, you choose from its recipes and use white poly bags that you can brand with your own labels. That suits a launch built around a manufacturer’s existing food range.
Its custom manufacturing service is a different route: extruded recipes, fresh-meat processing, formula development, testing and bagging. You can use that service to develop a new dry recipe around your brief, with the ingredients and testing discussed as part of the project.
3. PLB International — Canada
PLB’s private label service combines a portfolio of generic dog and cat formulas with recipe development tailored to your requirements. Its Quebec factory makes dry food through extrusion, then bags the finished kibble for delivery.
The company also lists packaging formats from 300 g to 20 kg. If you want a smaller introductory bag and a larger bag for regular buyers, you can discuss both sizes when planning the range. PLB combines recipe development with personalized packaging; each pack still needs its own agreed specification.
4. Barrett Petfood — United States
Barrett is a co-manufacturer for pet food brands, with Minnesota production facilities. Its services cover diet creation, ingredient sourcing, processing, packaging, and distribution. The process includes milling and extrusion, followed by bag filling and label application.
If you’ve already worked out your dry-food recipe, Barrett’s service takes the project through trial runs, ingredient sourcing, and production. Warehousing and distribution are also part of its offer, giving you a way to discuss what happens to the finished bags after they leave the line.
5. ADM — United States Headquarters
ADM offers private label and co-manufacturing services for pet food, alongside recipe development and ingredient sourcing. Its finished-food capabilities include extruded kibble, baked kibble, and treats.
For a brand building a dry-food line, those are different product-development conversations. You might want an extruded everyday recipe, a baked product, or a treat to sit beside your main food. ADM’s offer lets you discuss formulation and the process together. Be specific about the finished product you need, since it also sells ingredients and premixes to other manufacturers.
6. Deuerer — Germany
Deuerer supports the development of a customer’s own brand, from an individual recipe to product-range planning and packaging. Its dog and cat food formats include pouches, aluminum trays and tins, alongside snacks.
For a cat-food line with several textures or pack styles, you can develop the assortment together. That lets you discuss how a pouch range and a tray range will sit under the same brand. Deuerer’s own-brand service includes product selection and packaging development, so the discussion can cover the assortment as well as the food.
7. Saturn Petcare — Germany
Saturn Petcare is a private label manufacturer with a standard product range and individual product development. Its dog-food offer includes wet recipes in aluminum trays and cans; it also offers dry food and snacks.
For your own-label wet food, the distinction between a standard product and a customized one gives you a clear starting point. You can build around an available range or discuss a product developed to your requirements. Its manufacturing locations span Germany, the Netherlands, and the United States, including wet-food production in Indiana.
8. Normandise Pet Food — France
Normandise manufactures and packs wet dog and cat food to order. You can use an existing recipe under your own brand or work with its team on your own formulation.
Its textures include shredded pieces, mousse and terrine-style food, with pouches and trays among the packaging choices. A smooth cat-food mousse and visible pieces in sauce give you two different products to put under your label. You can work through those textures with Normandise while choosing the formula and pack, instead of leaving texture as a final adjustment.
9. Mackle Petfoods — Northern Ireland
Mackle makes private label wet dog and cat food in cans and trays. Its service is aimed at retailers and discounters across the UK and Ireland, with tailored products and retail-ready packaging.
If you’re developing a store-brand range for those markets, you can discuss the food and its shelf presentation together. A canned dog-food line and a tray-packed cat-food line need different portions and pack sizes; Mackle’s wet-food offer covers both species and both formats.

10. New Zealand Quality Pet Foods — New Zealand
New Zealand Quality Pet Foods, or NZQP, offers private label and contract manufacturing across air-dried, freeze-dried and fresh or frozen food. Its range includes complete diets, treats and toppers, with recipe development, packaging and export support.
That’s a different route for a brand planning a freeze-dried topper or an air-dried meal. The format alone doesn’t tell you how the product should be fed. Start with the role you want it to play in your range, then develop the recipe and pack around that purpose. NZQP’s options include both ready-to-launch recipes and custom development.
Turn Your Private Label Pet Food Plan into a Product
The best private label pet food manufacturer for your brand is the one whose program fits the product you’re trying to launch. BrightPet’s existing-recipe program, PLB’s dry-food development, the wet-food services above and NZQP’s dried formats offer different starting points.
At FreshBite, we can discuss a ready-to-brand product, a recipe you already own or a formula that still needs development. If wet food is part of your plan, explore our wet cat and dog food alongside the dry range. Tell us whether you’re planning adult dog kibble or a smooth cat-food mousse, and where you want to sell it.
Talk with our pet food team about the product you want to put your name on. We’ll use that conversation to work out the recipe and sampling route with you.
Private Label Pet Food FAQ
Can I sell an existing private label pet food recipe?
Yes, some manufacturers offer programs built around existing formulas. BrightPet’s XPet program and PLB’s generic dog and cat recipes are examples. Normandise also offers existing wet-food recipes for sale under your own brand. You still need to agree on the finished product and branded packaging. Choosing an existing formula doesn’t, by itself, mean that the recipe is available only to your company.
Is a custom private label pet food recipe exclusive to my brand?
Custom development and exclusivity are separate parts of the arrangement. A recipe developed around your brief may have terms covering who owns it, who can use it and what happens if you move production. Discuss those rights while agreeing on the development work, including whether the formula can be supplied to other brands. The words “custom,” “OEM” or “private label” alone don’t tell you whether another brand can buy the same or a similar recipe.
Does private label pet food always mean a complete diet?
No. Private label describes how the product is made and branded; it can apply to meals, treats or toppers. The FDA’s complete-and-balanced guidance explains that US dog or cat food making that claim must meet an AAFCO nutrient profile or pass an AAFCO feeding trial. Treats, snacks and supplements usually aren’t intended as the only food. Define that feeding purpose when developing your product.
